一、项目介绍
优秀青年科学基金项目(海外)旨在吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者(含非华裔外籍人才)回国(来华)工作,自主选择研究方向开展创新性研究,促进青年科学技术人才快速成长,培养一批有望进入世界科技前沿的优秀学术骨干,为科技强国建设贡献力量(项目指南详见:https://www.nsfc.gov.cn/publish/portal0/tab442/info91697.htm)
二、申请条件
01基本条件
1.遵守中华人民共和国法律法规,具有良好的科学道德,自觉践行新时代科学家精神;
2.出生日期在1984年1月1日(含)以后;
3.具有博士学位;
4.研究方向主要为自然科学、工程技术等;
5.在取得博士学位后至2024年4月15日前,一般应在海外高校、科研机构、企业研发机构获得正式教学或者科研职位,且具有连续36个月以上工作经历;在海外取得博士学位且业绩特别突出的,可适当放宽工作年限要求;
6.取得同行专家认可的科研或技术等成果,且具有成为该领域学术带头人或杰出人才的发展潜力;
7.申请人尚未全职回国(来华)工作,或者2023年1月1日以后回国(来华)工作。获资助通知后须辞去海外工作并全职回国(来华)工作不少于3年。
02限项要求
执行国家科技人才计划统筹衔接的要求。同层次国家科技人才计划支持期内只能承担一项,不能逆层次申请。
三、入选待遇

贵州大学创建于1902年,历经120余年的建设发展,先后成为国家“211工程”大学,国家世界一流学科建设高校,教育部、贵州省人民政府“部省合建”高校。

In January, the Guizhou Provincial Government expressed its ongoing support for the “Double First-Class” Initiative at Guizhou University (GZU) in the 2022 Government Work Report. Following this, in February of the same year, GZU was chosen again for the new round of the “Double First-Class” Initiative for Chinese universities. Then, in January 2023, the Provincial Government reiterated its commitment to supporting the university’s efforts to promote the “Double First-Class” Initiative. Additionally, the Higher Education Conference in October 2023 emphasized the importance of strengthening Guizhou University. In response, GZU is leading the way in advancing towards the standards of world-class universities by leveraging its immense potential. GZU is seeking motivated scholars from around the world to join this cause and make significant contributions.

01About the Program
The Excellent Young Scientists Fund Program (Overseas) aims to attract and motivate outstanding young overseas scholars, including non-Chinese foreign talents, who have demonstrated notable accomplishments in natural science, engineering technology, among others, to return to or join China for employment. Scholars or scientists can pursue innovative research in areas of their choice. The program seeks to promote the rapid growth of creative young talent and cultivate a group of highly skilled academic experts equipped with the most cutting-edge scientific technologies, to contribute to China’s advancements in science and technology (for the program guide, visit https://www.nsfc.gov.cn/publish/portal0/tab442/info91697.htm.)
02Application Criteria
1. Basic Requirements
Applicants must meet the following qualifications:
(1) Comply with the laws and regulations of the People’s Republic of China, adhere to ethical scientific practices, and embody the spirit of scientists in the new era;
(2) Born on or after January 1, 1984;
(3) Hold a doctoral degree;
(4) Specialize in fields such as natural science, engineering technology, and related fields;
(5) Have secured a formal teaching or scientific research position in an overseas university, scientific research institution, or corporate R&D institution, with at least 36 months of continuous work experience since obtaining a doctoral degree until April 5, 2024. For those who have obtained a doctoral degree overseas, the work experience requirement may be relaxed if they have exceptional achievements;
(6) Acknowledged by peers for scientific research or technological discoveries, demonstrating the potential to become an academic trailblazer or outstanding talent in the field;
(7) Commit to working full-time in China for at least three years upon receiving the grant if they have not yet returned to work full-time in China, or have returned to work in China since January 1, 2023. They should resign from their overseas positions once they receive the funding.
2. Restrictive Requirements
In accordance with the guidelines of the National Science and Technology Talent Plan, applicants may only apply for or undertake one type of project among the same level of government-sponsored talent plans and are not permitted to apply for projects at a lower level.
03Application Procedure
“Specific Assistance + Expert Guidance” will enable you to achieve a successful application.
(1)Applicants are required to send detailed resumes, including personal information, educational and professional background, research focus, and key academic accomplishments, to the designated email address of the Talent Office (rcb@gzu.edu.cn) before March 15, 2024, with “Name + Excellent Young Scientists Fund (Overseas)” / “姓名+优青(海外)” in the subject of the email.
(2)GZU will conduct a comprehensive evaluation of the applicants in terms of their qualifications including research direction and academic achievements.
(3)Eligible candidates who are inclined to take primary terms with the university will be assisted from the specially-appointed personnel with the online application at https://grants.nsfc.gov.cn/. Moreover, exerts experienced in talent application programs will provide support for the writing and revising of the program proposal.

About Guizhou University
Guizhou University (GZU), which was established in 1902, has a rich history spanning over 120 years and has achieved significant milestones. It is recognized as one of the national “211 Project” universities and is included among the national universities aiming to develop world-class disciplines in education. GZU is also acknowledged as an institution of higher learning developed through collaboration between the Ministry of Education (MOE) and the Provincial Government.
The university covers an area of 309 hectares, including 65 hectares of farmland for teaching and experiments. It offers a wide range of courses across 12 major disciplines, including literature, history, philosophy, science, engineering, agronomy, medicine, economics, management, law, education, and art. GZU boasts a faculty of 70 national-level experts, including academicians of the Chinese Academy of Engineering. Its faculty holds many prominent positions, including one as coordinator for the Discipline Appraisal Group of the State Council's Academic Degree Appraisal Committee, 25 as members of the National Advisory Committee on Higher Education, and three as members of the Science and Technology Commission (STC). GZU’s faculty have been active in publication, with one member ranked as one of the “Highly Cited Researchers” in the world for six consecutive years, and three on the shortlist of Elsevier “China Highly Cited Scholars.” Full-time teachers with doctoral degrees account for 59.1% of the total.
GZU has one discipline selected for China’s world “Double First-Class” Initiative, one national-level key discipline, two discipline teams affiliated with universities through provincial-ministerial collaborations tailored to the needs of local industries, nine national first-class disciplines, and 10 regional first-class disciplines. According to the latest ESI data, GZU has six disciplines among the global top 1%. Moreover, there are 84 first-class academic programs under the “Double Ten Thousand Plan.” The university offers 19 first-level discipline doctoral programs and one professional doctoral degree program.
GZU has established one State Key Laboratory, one Ministerial-Provincial State Key Laboratory, two bases of the national“Higher Education Discipline Innovation Project” (known as the “111 Project”), along with 26 ministerial-level,55 provincial-level research platforms, and eight postdoctoral research mobile stations. The university is also renowned for its teaching excellence, with two teaching teams awarded national “Huang Danian-style Faculty Team,” 30 national teaching platforms and two national teaching teams. GZU has been recognized for its efforts in promoting ideological and political education in the classroom, with two renowned teachers, two outstanding teaching teams, and one workshop credited by the MOE for providing excellent demonstration classes on ideological and political theory courses.
